I've always found Norwich all right.
You can't deny some parts of London are horrendous.

The monarch decides whether a town is a city.
There are six UK towns with cathedrals which aren't cities, including Rochester, which has been "decitied".
There are 14 cities which have never had an Anglican Cathedral, plus Bath, whose Cathedral was demoted.
Middlesbrough has got a Catholic cathedral. A lot of good it does it. Can't even make the place a city.

It's not a coincidence that most of the shite towns in this country were hit by the double whammy of concrete brutalism in the 60's and pedestrianised high streets with a huge shopping centre/mall at one end in the 80's which sucked the life out of the original town centre...plus a retail park on an industrial estate on the edge of the place by the motorway.
Croydon and Luton tick all these boxes as do many others...
